UAE Cabinet
Background
The Cabinet of the UAE is the executive Branch of the federation, handling the execution of all internal and external affairs related to the federation as per the UAE constitution and the federal laws, under the supervision of the President and the Supreme Council.
The Cabinet, also known as the Council of Ministers, constitutes of the Prime Minister, his two deputies, the ministers of the UAE, with an active General Secretariat.
Structure of the Cabinet
The Council of Ministers constitutes of the Prime Minister, his two deputies, the ministers of the UAE, wherein ministers are selected from a refined pool of high profile, highly qualified and expert UAE citizens.
The Council is headed by a Prime Minister, who undertakes calling the council, managing its discussions, monitoring the performance of the ministers, supervising the coordination of work among ministries and all executive bodies within the federal government.
The Ministry of Cabinet Affairs has been established, under which falls the General Secretariat, specializing in preparing the agenda of the council, arranging for its sessions, and handling all financial and administrative affairs related to its decisions.
Roles and Responsibilities
The Cabinet, being the executive branch of the federation, handles the execution of all internal and external affairs related to the federation as per the UAE constitution and the federal laws, under the supervision of the President and the Supreme Council. More specifically, the Cabinet undertakes the following:
- Following up the execution of the Federal Government general policy within and outside UAE
- Proposing federal policies, laws and regulations to the Federal National Council, before submitting them to the President, who in turn presents them to the Supreme Council for approval.
- Preparing the proposals of the Annual Federal Budget and preparing the closing balance of the Federal Government
- Preparing the drafts of the various federal resolutions and decrees
- Development of Executive orders and decrees necessary for the execution of Federal Laws.
- Supervision of the execution of federal laws, decrees, regulations, and resolutions through all relevant entities within the federation
- Supervision of the implementation of federal court rulings, as well as all other agreements and treaties signed by the federation of the UAE.
- Appointment or dismissal of federal government employees, whose appointment or dismissal doesn’t require the issuance of decrees, as per the federal law.
- Monitoring the performance of federal government entities and public departments, along with the conduct and compliance of federal government employees in general
- Any other role or responsibility assigned to the Cabinet as per the federal laws or the Supreme Council, within the confines of the UAE constitution
Meanwhile, the Ministerial Council for Services, has been established to undertake the following responsibilities:
- Following up the execution of the government’s general policy, and issuing binding instructions related to it within its scope of specialization
- Studying the work progress reports of all ministries and federal government bodies
- Carrying out necessary communication with specialized authorities within the emirates and consulting with them within the scope of its specialization
- Following up on the execution of laws and regulations, as well as issuing instructions on topics that are passed to the services council from the Cabinet or the Prime Minister
- Studying the reports submitted by ministries and federal government authorities and entities related to the participation in conferences, meetings, of official visits.
- Taking appropriate decisions regarding upgrading the level of services offered to citizens, especially in the areas of health, education, housing, roads and transportations, electricity ,water, and telecommunications, combined with follow up and monitoring of the execution of the same
- All responsibilities of the Cabinet relating to appointment, re-appointment, promotion, transfer, assignment across entities, secondment, or termination of federal government employees
- Any other roles assigned to the council from the Cabinet or the Prime Minister
